Enterprise Subscription Pricing

The annual price of the Internet2 NET+ DocuSign for Higher Education enterprise service is based on the size of the institution grouped into one of 7 pricing tiers.

“Total Staff” means all staff and faculty, including full and part time, instructional and non-instructional.

“Total Students” means total FTE enrollment.

“Total Population” means Total Staff + Total students. Total Population will be determined using the most recent final release iPeds data available at the time of licensing (provisional release data may be used if it impacts the pricing tier).

Tier determination will be made based on the Total Population for all entities being licensed.

Tier re-evaluation will be done upon renewal. For example, if a university signs a 3 year term, the tier will not be re-evaluated until year 4.

Flex Plan Subscription Options

A flexible pricing plan (“Flex Plan”) is available to Participants who have smaller depoyments. Flex Plan pricing includes 40% or more off the prices listed in Service Provider’s then-current price list, depending on volume.

Service Provider will lead quoting for Flex Plan deployments for each Participant individually. Quotes will include a base 40% discount off Service Provider’s then-current list price for appropriate products as well as additional earned volume discounts on a case-by-case basis.

Flex Plans can be purchased in any increment of 500 envelopes with a minimum subscription of 2,500 envelopes annually.

Discount for Other DocuSign Software

Product add-ons and other DocuSign software that is not described in the Participation Agreement will be discounted at 40% or more off Service Provider’s then-current price list, depending on volume.


For unlimited integration with Salesforce, add an additional 10% to the enterprise pricing listed herein.

Limited integration with Salesforce is available at 5% off Service Provider's then-current Salesforce price.

DocuSign does not charge for integrations with services provided by Box or Hyland. However, DocuSign cannot control whether or not a third party or partner charges a fee for access to a connector on their end, especially if such third party or partner built and maintains the connector (for example, Hyland typically charges a one-time fee to access the connector on their end). With an exception for Salesforce, DocuSign does not charge a fee on its end for access to connectors. Note that most scenarios will require a subscription for both products (i.e., Participant would need DocuSign licenses and Intelledox licenses in order to use the DocuSign/Intelledox connector).

Startup and Implementation Costs

All new full deployment and Flex Plan customers are required to purchase a mandatory professional services support pack as listed below.

Service Provider will scope and recommend whether the 50 hour or 100 hour professional services support pack is necessary based upon the complexity of the deployment at the time of purchase, and Service Provider will subsequently provide a Statement of Work (SOW) to Participant.

For each professional services support pack, hours are billed monthly in arrears only for time consumed, not to exceed the hourly total on the SOW. Unused hours will not be billed.

Optional Professional Services may be purchased in addition to the required Professional Services listed above.

DocuSign-Internet2 Contract FAQ

Immediate Impact

When does the new contract become effective?

The new contract between Internet2, DocuSign and Carahsoft becomes effective on November 1, 2019.

Is the price changing?

Pricing has changed effective May 1, 2019. The new pricing which has been in effect since May 1 will be included in the new contract with Carahsoft.

How does this change impact me now?

If your renewal date is after November 1, 2019, you will have to move to the new version of the DocuSign agreement. The new agreement will be executed between your institution and Carahsoft or an approved Reseller.

How do I determine my renewal date?

Your renewal date is listed on your NET+ DocuSign Service Schedule. If you have questions about the renewal date, please email

May I make changes to my existing agreement?

Yes. Your DocuSign Account Executive will work with you to identify the best pricing option based on your institution’s specific needs and usage. If you are not sure who your Account Executive is, please contact Internet2 at

New Contract

Is the DocuSign-Higher Ed program ending?

No. DocuSign and Internet2 will continue the relationship. The new contract has been negotiated by Internet2 and the NET+ DocuSign Executive Advisory Board.

What does the new agreement look like and how will it differ from the current Internet2NET+ DocuSign contract?

The new agreement removes Internet2 from the purchasing and transaction flow and updates pricing and product offerings. Key contractual terms and conditions that participating institutions have today are being maintained. The new contract will be similar to the structure used with DocuSign’s other public-sector business, including the use of channel partner(s), to provide additional ease and flexibility to member institutions when procuring.

What if my campus needs to go out to RFP to change contract for DocuSign?

Like in the original program, Internet2 and DocuSign have developed a custom offering and will not respond to RFPs. However, the new agreement structure supports the use of channel partner(s) who may choose to respond to an RFP. Recognition of this concern is one of the reasons the current agreement provided an extended notice period and why we are informing you as soon as possible to allow for time to make such changes.

Which universities have assisted with the new DocuSign contract?

Members of the NET+ DocuSign Executive Advisory Board (EAB) have participated in the negotiation, review, and validation for the campuses. The EAB is comprised of representatives from The Ohio State University, University ofWashington, University of California –San Francisco, Oregon State University, University of Nevada –Reno, and University of Maryland –Baltimore County.

What role will Internet2 play and what will happen to the NET+ program elements of the program?

Internet2 is working with DocuSign and the service advisory board to align on a path for the NET+ program elements such as community email and interaction (community forum), town hall events and other activities to continue to be supported. Will anything change with the BAA?

The new agreement will support a standard BAA or DocuSign will be able to review an institution’s template BAA.

Pricing and Features

Does the new contract have the same pricing schedule?

New pricing went into effect on May 1 and it is included in the new agreement.

Is pricing still structured using Tiers based on IPEDS (or other published) numbers?

Yes. However, the tier determination is based on the total population which is defined as the aggregate of total staff and faculty + FTE students which will lead to some tier changes for some of the existing subscribers.

Why are students included in the new tier model?

The total population is a metric for quantifying institution size relative to other institutions. It is a measure unit that more accurately differentiates between institutions with a large number of faculty and staff but very few students compared to institutions with smaller staff/faculty but a large student population. It’s a better measure for assessing the total population of an institution that could be involved in signing documents which then gives insight into total envelope consumption potential.

Will the enterprise subscription model continue?

Yes, the enterprise subscription model will continue (with expanded product functionality and support), however the annual fee has increased effective May 1. A three-year ramped transition option to the new enterprise subscription model will be available to all existing NET+ subscribers who executed a contract prior to May 1 and are up for renewal.

Will the new contract include unlimited envelopes under the enterprise subscription?

Yes. A unique benefit of being a part of the NET+ program will continue to be access to unlimited envelopes as part of the enterprise subscription model.

Will the limited subscription model continue?

Ala carte options will be available to universities who wish to have more limited deployments. A 40% discount off the DocuSign list prices or less depending on volume will be applied.

Will healthcare-related use cases be covered under the contract?

Healthcare use cases that fall into the research and education space are covered, however medical center/healthcare provider originated use cases for patient-related care are not. If you have specific use cases, please contact your DocuSign Account Executive or Internet2 at
