Working Groups: Review Process

After the WG charter is approved and the WG and begins work on the stated goals, the Interent2 Liaison sets up regular reviews of the WG progress. The WG Chair(s) prepare(s) a summary of the progress and provides it to the Internet2 Liaison within 2 weeks before the scheduled review date; if the Internet2 Liaison has any questions, they are communicated to the Chair(s) before the review process begins.

The Internet2 Liaison takes the materials provided by the WG Chair(s) and uses them to complete the WG Review forms. These materials contain proof of WG progress and continued interest in the stated projects; a justification for the continuation of the WG is prepared and submitted to the Internet2 WG Review Panel within 2 days before the scheduled review date. If the Panel has questions or concerns, they are communicated to the Internet2 Liaison before the date of the scheduled review.

The Internet2 WG Review Panel meets to discuss recommendations for the WG on the scheduled date; they review the materials provided by the WG Chair and Internet2 Liaison on the progress and involvement of members in the WG activities. They make a decision regarding the continuation of Internet2 support for the WG based on these materials. They can recommend that the WG be put on warning if they do not perceive that the group has been achieving progress in a timely manner; if they so determine, the WG is alerted and given a scheduled re-review 6 months hence, by which time, if the progress has not materially increased, the WG will be either determined Dormant or Archived.

If the Panel determines that a WG should be listed as Dormant, they are entitled to retain their charter and schedule meetings at Internet2-sponsored Events only if they provide their Internet2 Liaison with a list of measurable goals (such as completed projects, products, or papers) and a timeline for completion. At that time, the Internet2 Liaison will petition the Review Panel to grant the previously Dormant WG “Active” status. If Active status is granted, the WG will be returned to the review cycle, with their first scheduled review 6 months after Active status was reinstated.

If the Panel determines that a WG should be listed as Archived, the materials, products, papers, correspondence, and web pages of the group will continue to be supported. Archived status is usually granted to a WG that has completed the stated mission within its original charter. If members of a WG that have completed their original charter wish to expand the work previously defined, they will need to submit a new charter for approval. If the revised charter is approved, the WG can elect to continue with the existing support (web pages, communications, etc.) with the approval of the Internet2 Liaison that grants them the charter, or they can create an entirely new WG listing with the usual support supplied by Internet2.
