Working Group Roles & Responsibilities: Chair
WG chairs are called upon to provide leadership for important efforts within the Internet2 community. Roles and responsibilities during the WG life cycle may include:
- Develop and negotiate WG charter with Internet2 Liaison (optional). Conducts a BoF (birds of a feather session) to gauge interest in topic (Internet2 staff will provide support as/if needed);
- Negotiate deliverables and timelines with the Internet2 Liaison;
- Determine WG life cycle and sets up regular reviews with Internet2 Liaison;
- Determine membership (issues the call for participation);
- Create mailing list (with assistance from Internet2 staff);
- Establish meeting schedule;
- Establish web site (with assistance from Internet2 staff);
- Announce formation of the WG;
- Organize and manage the group process, ensuring that:
- Progress is made and milestones are met
- Group operates in a fair manner
- Sessions/meetings are planned
- Agendas are published
- Regular meetings are held (via conference call or face-to-face)
- Minutes are taken and made available (support provided by Internet2 staff)
- Web site is up-to-date (minutes and other communication posted, for example)
- Moderate group email list to maintain relevance;
- Use the achievement of rough consensus as their core rule of operation;
- Announce major decision points to the WG such that participants can contribute to the consensus process;
- Make documents available 3 weeks before finalizing them, such that participants have adequate time to review and provide input; and
- Ensure all WG members are aware of the Intellectual Property Framework (http://members.internet2.edu/intellectualproperty.html), including working with the Internet2 Liaison to determine when it is necessary to clearly specify intellectual property rights and ensuring that participants disclose any knowledge of an intellectual property claim.
