Internet2 Meeting on NSF IRNC Program
6 April, 2009

Who is invited? The meeting is open to all from the community who are interested, although space limitations may restrict participation to those who are able to indicate earliest their intention to participate.

Who should attend? Those interested in, and planning to respond to, the anticipated release of the next IRNC program solicitation (expected in the next few weeks).

Why is Internet2 convening this meeting? The Internet2 community relies greatly on the NSF IRNC program and the projects it funds to provide users of the Internet2 Network with access to scientific instruments, data, teaching resources, remote campuses, cultural institutions, clinical sites, collaborators and many other resources around the world.

One aspect of the solicitation expected from NSF will ask IRNC-funded link projects to interconnect and interoperate with the Internet2 Network and services that Internet2 has deployed, such as the perfSONAR-based measurement services and the Internet2 Dynamic Circuit Network (DCN) service.

While Internet2 does not plan, itself, to make a proposal to provide international connections under the IRNC solicitation, Internet2 is interested in responding to the IRNC solicitation's request for deployment and support of these kinds of services across the IRNC projects/links. This meeting will provide an opportunity for Internet2 to provide interested proposers with some initial ideas and alternatives about how to work with proposers to accomplish this objective; and provide an opportunity for Internet2 to gather from potential proposers feedback on the various alternatives and/or hear additional ideas for how to make this work.

Further Background Within the context of the community-designed Internet2 strategic plan (Task Q), Internet2 has been engaged in an international strategic planning effort launched last September with an initial meeting of many of the key stakeholders in the current IRNC program, including current IRNC project PIs, US-based international exchange point operators and others. Information about the effort is on the international strategy planning wiki. The Internet2 External Relations Advisory Council (ERAC) and the Architecture and Operations Advisory Council (AOAC) have both been involved in reviewing the effort and its outcomes with the ERAC providing primary guidance to the implementation of this area of the strategic plan.

What is the intended outcome of this meeting? As noted by the community members who have so far provided input to the international strategy planning effort and, in particular, Internet2's role regarding the NSF IRNC program, the group recommended that Internet2 "could play a role in convening the stakeholders to try to have a more strategic set of projects emerge" from the program.
